Union Minister's press meet on 'Developed India Education Establishment Bill - 2025'

New Delhi/Bhubaneswar: Union Education Minister Shri Dharmendra Pradhan on Tuesday said that the Developed India Education Establishment Bill – 2025 will significantly empower higher educational institutions and play a key role in transforming India’s higher education ecosystem.

Addressing a press conference in New Delhi, a day after the Bill was introduced in the Lok Sabha, Shri Pradhan said the legislation aims to bring excellence in higher education through integrated academic standards, transparent accreditation and enhanced institutional autonomy.

“While several reforms are underway in the education sector, this Bill will further empower higher educational institutions. Its objective is to enable universities and other institutions to achieve excellence through effective coordination, standard-setting and autonomy,” the Union Minister said.

He added that the Bill has been prepared in line with the vision of the National Education Policy (NEP) 2020 and focuses on strengthening teaching, learning, research and innovation. According to Shri Pradhan, the proposed framework will help institutions function as independent, self-governing bodies while maintaining accountability through a strong and transparent accreditation system.

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, had approved the Developed India Education Establishment Bill, 2025, on December 12 for introduction in Parliament.

The Bill proposes the establishment of the Developed India Education Authority as an apex body with three key councils: the Developed India Education Regulatory Council, the Developed India Education Quality Council and the Developed India Education Standards Council. These councils will be responsible for regulation, quality assurance and standard-setting across higher education institutions.

Shri Pradhan said the new framework will promote mutual recognition of qualifications and encourage multidisciplinary and interdisciplinary education, collaboration and entrepreneurship. He noted that the Bill aims to increase student enrolment, ensure student welfare and better prepare India’s youth for future challenges.

All higher education institutions currently under the Ministry of Education, University Grants Commission (UGC), All India Council for Technical Education (AICTE) and National Council for Teacher Education (NCTE) will come under the umbrella of the Developed India Education Authority for standard-setting. The Council of Architecture (CoA), as envisaged under NEP 2020, will function as a Professional Standard Setting Body.

The Minister also clarified that the existing level of autonomy enjoyed by institutions of national importance will be maintained under the proposed law.

Shri Pradhan said the Bill marks an important step towards building a future-ready higher education system aligned with India’s vision of becoming a developed nation.
