Bhubaneswar: During the 2024 General Election campaign in Cuttack, the Prime Minister had spoken strongly about issues related to illegal activities involving natural resources in Odisha during the previous administration. He had stated that certain groups were misusing mineral and sand resources and that a change in governance would bring transparency and accountability.

However, recent developments in Jajpur district—especially in the Dharmashala region—have again drawn public attention. Local communities and citizen groups have raised questions about alleged irregular stone extraction activities and the role of the district administration in monitoring them.

The National Green Tribunal (NGT) recently imposed a fine of ₹20,000 on the Jajpur Collector for not submitting an environmental compliance report within the given timeline. After the fine, the current Collector, Shri Ambar Kar, told the media that the penalty was connected to the tenure of a previous Collector. But the NGT’s order, dated 18 November 2025, was issued during the period when Shri Ambar Kar himself was serving as Collector. This mismatch in statements has triggered concerns and discussions among the people.

The public is now asking a simple question:
Why was there confusion in the official explanation, and whom was the administration trying to protect?

This discussion has further intensified because the state government has not yet made a detailed public statement on the matter. Many Odias believe that the situation requires close monitoring and clarity to ensure the state’s natural wealth remains protected.

In this context, citizens of Odisha have expressed their hope and trust in two highly respected national administrators:
Dr. P.K. Mishra, Principal Secretary to the Prime Minister, and
Shaktikanta Das, Principal Secretary to the Prime Minister of India
Both are distinguished officers and proud sons of Odisha. People believe that their guidance, oversight, and moral support could help ensure transparency and responsible management of minor mineral resources in the state.

Odisha’s people hold these two personalities in high regard. Their service, discipline, and contributions to India’s governance and economy are widely appreciated and respected across the country. Citizens feel that if leaders of such calibre keep an eye on the situation, the state’s resources can be better protected for future generations.

The appeal from the public is simple:
“Please keep an eye on Odisha. Help ensure that our mineral resources are safeguarded, and our administration remains transparent.”

This article presents a fact-based and balanced analysis of the issue, focusing on public concerns, administrative clarity, and the need for stronger oversight.
